Membership comprises the entire footwear manufacturing industry in South Africa.  It includes outsource companies that part manufacture components for supply to larger companies.

Also included are some of the suppliers to the industry such as last manufacturers, sole manufacturers, leather hides suppliers, tanners and machinery suppliers.  A recent addition to this broad grouping is some of the general goods manufacturers (belts, handbags, etc).  Membership currently totals 122 companies.

All companies that comply with the Bargaining Council levies automatically qualify as members of SAFLEC.  Members range from small exclusive producers to large volume manufacturers.

No provision is made for associate forms of membership.
